Combined Heat and Power Plant in Klaipėda

In 2013 AB Panevėžio statybos trestas had successfully completed the works in the Combined Heat and Power Plant in Klaipėda, and on the fifteenth of May Dalia Grybauskaitė, the President of the Republic of Lithuania, and Sauli Niinistö, the President of the Republic of Finland, opened the new Fortum Plant. The construction of this plant was started 2011, it took about 1.2 million working hours (or 750 person-years) to build it. AB Panevėžio statybos trestas was one of the contractors who contributed to this unique project. This power plant using both, biofuel and non-hazardous household waste, is the first plant of this type in Lithuania and the Baltic countries. Works were performed in a few stages. PST was awarded zero-cycle works – installation of foundation, external utilities and road beds, installation of large-size reinforced concrete structures for the biomass and waste hopper, facade installation, finishing works.

The most complicated part of this project was concreting of a bunker for biomass and waste having 50 meters in length, 35 meters in width and 24 meters in height. The work was carried out using the Swedish state-of-the-art sliding formwork technology and was in progress for 30 days without any breaks, and every day as many as 350 workers divided in three shifts were present on site. The daily rise of the sliding formwork was 80 cm and in total 2252 cubic meters of concrete, 700 tons of reinforcement bars and 36,000 pieces of reinforcement bar couplers were used for this bunker. When installing the foundation for the fuel bunker, there were problems caused by ground water. To avoid direct exposure of concrete structures to it, the foundation was covered with waterproofing materials.

The power generation of the plant is 20 MW and heat production is 50 MW. Another 13 MW of heat will be added in winter using exhaust gas condenser. Annually the plant will generate about 140 GWh of power and produce 400 GWh of heat. The power plant will be operating all-year-round with short stops for routine maintenance.
